Shipping DOPA cards to Hong Kong
DOPA's help centre says anyone with a valid shipping address and email can use the service; Japanese cards ship worldwide while English cards ship only within the US and Canada, so Hong Kong users will mainly rip Japanese cards. Shipping starts with a base fee set by the total point value of the cards, then adds an international surcharge for the destination; the Hong Kong amount is confirmed on the shipping screen and isn't published separately. Cards not shipped within 10 days convert to points, so keep an eye on the My Cards page.
DOPA point exchange rules
DOPA doesn't buy cards back for cash; it converts unwanted cards into points at market value (which it describes as 100% of the value). Converted points are identical to purchased points and can pay for packs or shipping, but the help centre says no points can ever be turned into cash, however you got them. In other words, the only way to take value out of DOPA is to ship physical cards, and shipping costs money.
